Pallav was born in Jharkhand on July 14, 1985 to a middle class family. He completed his primary education from Jharkhand and completed his Bachelor’s Degree from Delhi University.
He was appointed as an IAS officer of batch 2012 and served in Sivasagar and Dibrugarh district as a DC.
He served in Guwahati with the aim to built this location the hub of natural resources and to make it a Smart City.
Pallav had putted his efforts to make Guwahati flood free area. His other works including making the safe road side separate way for pedestrians, bicycles.
